If this is the case then what did the community gain from sponsoring their leader's HQ? Even if it's nothing more than a magical tax there has to be some payback unless the tax is collected by force. So there should be some community benefit even if it's rather vague. Such as "The stronger your mystic leader is the easier your lives will be". Then it becomes very relevant to gaming. Does your PC support the leader for the promised benefits? Or does he refuse because there's insufficent value?
