The Red Goddess/Red Emperor did a very similar thing in the Third Age. They took disparate cultures and molded them into an almost unified whole.

In the same way that Belintar took on the roles of various people in the Holy Country (Volcano Sacrificial Victim, Owner of Casino Town, Husband Protector etc), the Red Emperor took on differen roles in the Lunar Empire (Dara Happan Emperor, Camrnaian Shah, Paradisical Aviator etc).

Sartar did something similar but to a lesser extent when he united the clans/tribes of Sartar and created a new kingdom.

Which might be a pan-Gloranthan thing.
