The apparent homogenity is something of an artifact of only looking at Sartar Orlanthi, and not looking very closely, at that. It is also caused by the fact that only about 10K Orlanthi survived the Darkness, and only in a score of settlements; they then exploded into the green field area of the Pass up to northern Saird, keeping their culture fairly unchanged for those few generations of the Resettlement. Further, the central homeland of the Heortlings (where the greatest diversity would be expected) was totally depopulated in the Dragonkill, and, again, resettled by only a few small groups, who then expanded to fill the available niches.

Finally, a "Storm" people should tend to wander about, before settling down after marriage, and this constant flow of ideas may damp out some major local diversity.

There was some God Learner effect, but as much or more, I expect, from the First Age Councils trying to reconcile everyone's myths to recreate the "real" Orlanthi rites and regain all that magic.

I expect areas hit hardest by GL influence, like Wenelia and Umathela, have a very stripped-down mythology, like the Romans as compared to the Greeks (Heortlings, in this analogy).
