The degree of urbanization and social structure is actually very great. There aren't any cities in Brolia, for example, nor are there even tribes. Compare to the cities of the kingdom of Sartar. (Which of course makes your point, that it's a pretty disparate group.)

On the other hand, Elmali definitely worship the Storm Pantheon, of which Elmal is a member. Presumably members are drawn towards his steady brightness (or skill with horses), but they don't favor Solar rigidity.
