Supposedly the dream world was created during the Green Age, which was when individual consciousness became differentiated.
Perhaps it's a kind of echo of the cosmos, a reflection of our own consciousness bounced back at us by the universe. That's why it 'reflects' a distorted version of our own anxieties, hopes and desires, and also why our actions in it are not truly persistent or have any real effect outside of ourselves.
