That was my assumption for Seshnela when writing Kingdom of the Flamesword. Which isn't to say that cotton doesn't exist on Genertela, just that it isn't common enough in Seshnela to be worth writing into the sumptuary laws. FWIW, I'm sure it would grow perfectly well in Teshnos (it does in India, after all).
