As far as I've understood things, such things aren't inheritable. Lineage and such are important, but if the children of a Hero are magically competent it's more likely because magical competense runs in his family. That is, he Hero had the magical competense of his bloodline, but actually became a Hero through his own work. His personal heroic stature doesn't make his children more powerful.
That said, selective breeding works on Glorantha. Just look at Jareel the Razoress.
