I've thought about this a lot since the write up was more or less done
(if you have enough time and beer, ask Jeff about the number of times
the book has changed since then), and I've concluded that the best bet
for Wenelia would require the players to be absolute black hearted
turn-coats. (But not selling out to the bishop.)
However this being Glorantha, things will no doubt get worse rather
than better in the medium term, no matter what happens in the short
term, so I'll keep my scheme as my own little fantasy :)
