He very well could have initiated into Humakt, although he likely became an Orlanthi first (ie initiated by Harmast into the Lightbringer religion). Arkat's most impressive representative of the Orlanthi was, of course, Harmast himself (a mighty revered guy in Ralios when he came out of Hell with Arkat in tow).
