I hope you don't mean that literally, otherwise contests would take longer and longer as the campaign goes on and increases in power level.

Um, their power is probably better determined by their target numbers. If you can't score RP against an opponent, it doesn't matter how many they have.

Another tool the system gives you is hero points. Antagonists can have them too.

And these two values are frequently asymmetric, they're not expected to be equivalent.
