Let me provide a little gloss on that. The Men of All were likely horsemen from the start (to aid in traveling around and possibly something learned from the Enerali barbarians further inland) - horses are a sign of prestige in many cultures. But I suspect in the first age they probably relied on height, not speed, when they fought from horseback. The First Age daron breed was slower than even a pony when carrying an armed and armored rider and it was not until the Second Age that they had bred a decent charger.

The Frowalings did have access to dwarf crafters in the Iron Mountains (who may have made them mail at a horrendous price), but that would have only been for the most important Men of All.

As for heraldic shields, I wouldn't be surprised if every city had its own symbol that was painted on shields. But think more of analogies to heraldry and not the actual High Middle Ages system of coats of arms.
