During the Storm Age, there was a savage empire of Bird Men which is remembered poorly by Dara Happa. My opinion is that the officials and administrators of this empire were ducks which is a major reason why Dara Happans hate them so much.
There is a Mesopotamian myth about how the bird-like Anzu seized hold of the Tablet of Destinies to rule the world before he gets his arse kicked by Marduk. Translating this to glorantha, Anzu would wield the staff of justice for wicked purposes until Shargash plucks the feathers from his wings.
