I think Orlanth undertook his original quest with the definite intention of fixing the problem he caused when he killed the Emperor. Whether he intended to actually rescue Yelm himself from the Underworld, or just find a way to restore his light to counteract the great Darkness is more open to question.

But yes, I would concur that it is unlikely that Harmast knew much, if anything about Arkat before he started his quest - Harmast appears to be the sort of Hero to whom great events happen, whether or not he intends them to, rather that the sort who goes out with the express intention of causing them, so in some ways this does not surprise me.
