Fronela was isolated by the Ban as late as the Fifth Wane, so at this time Charg definitely would have harbored traditionalist refugees from Carmania.
The second wane sees the end of the Blood Kings Wars continuing as the Bindle Wars, now with the Sweet Sea Confederation (based in Bindle) as the leading group.
Later there are no mentions of Carmanian traditionalist activities in the West Reaches, which would suggest to me that the Lunarized Carmanians carried the conflict into Charg until the Syndics Ban closed it off.
