Here's my theory: Wyrms are humans that tried to become dragons using a shortcut.

Here's the (circumstantial) evidence:
They are 6ft long when they're born/hatched - about human size.

The Empire of Wyrms,....Friends. "Wyrms" is a way of saying "humans that want to be dragons".

Water Wyrms in Balazar appeared in the Second Age. These were draconic magicians on meditation retreat on the shores of the Elf Sea who reached another level of enlightenment.

Windwhistler - once a human priest of Sun Dragon.

Wyrm's Footprint - obviously a mystic reference to their previous existence as footed creatures.

So it's EWF magic gone wrong.
