Not strictly, any warrior cult could stand in for Storm Bull, so long as they act the part. They might get penalties on certain actions, or on the other hand, a Storm Bull might get bonuses, but it works out the same.

Bull, like Lodril's Firespear?

The main danger with that is that if an opponent spots that they are heroforming, he might try to challenge their identity and cast doubt on their ability to represent Storm Bull. If he succeeds in undermining the character's identity, then the character will suffer, maybe their magic will stop working or backfire on them, and the success of the quest will be jeopardised. If he fails, then the character might get a benefit such as a free casting of Berserk on themselves.
