It's obviously THE pivotal event that set in motion the end of the Second Age (just like Harmast's). The goal of such a LBQ is to right a terrible wrong and restore the old order. Things aren't ever quite what the quester foresaw: in the Dawn Age it was Arkat, in the Imperial Age it was the Aldryami who swept away the bad order and set in place a new one.

So it was probably shortly before 1020.

In my Glorantha, at least.
