I think that one aspect of what makes an act (or many acts, at any rate) chaotic or not is whether they are done for "selfish" reasons. Sure, the followers of the Gors drink blood and eat human flesh, but they do so for the good of the world. Ogres eat human meat because they think of humans as animals (and because it tastes good and gives them personal power). Similarly, sex is good and wholesome, using it as a way to control/dominate people is chaotic. Cutting off your enemies' heads is normal and civic-minded, stashing their souls in the heads for your personal power? Not so much.

What does this mean for people who Heroquest to get personal power rather than to support their communities? Well, they may not be chaotic just yet, but....
