The eastern world ranks sorcerers among the followers of the Apdara, so I guess you can get plenty chaos-associated sorcery there.

If you are looking for a Gloranthan equivalent of Melnibone or Pan Tang, I guess the Andins or similar yet unknown lesser Apdara might be a good candidate. There are a myriad of islands north of continental Vithela, more than the Haragalans have ever visited.

The dark side of Kralorela and Ignorance will have chaos sorcery, and judging from the account of the Nights of Horror, the sorcerers of Orathorn may do so as well (however many or few of them survived that battle).

The Blue Vadeli are another possible source of Chaos sorcery, luckily they are currently extinct. I wouldn't absolutely exclude Zzabur himself, either - after all he claims credit for the event that included the destruction of the Spike.

Fonrit and Umathela are possible nests for less savoury God Learner excesses, too. While the practitioners may have been wiped out, some of their spells may have survived.

The act of Tapping does weaken the Cosmos. It doesn't appear to taint the practitioner with chaos, although the act of tapping might register on Uroxi senses. But then, the act of singing or even speaking above a whisper might cause Uroxi a headache...
