The Red Goddess, as a new or long dead goddess, did not participate in the Great Compromise event. When she sought a larger role in the universe, she challenged the gods of the Great Compromise ... and won. That victory should have been impossible, but somehow something outside the Great Compromise overcame the gods that preserve the universe.
	Well, that is one interpretation.
I'm sure if you asked a Lunar who was familiar with Pelorian myth (say, a Seven Mothers missionary) they would say the Red Goddess passed the test because clearly, she was supposed to, and her victory can not have been *impossible* because it happened.

The looming Hero Wars are the result of this - the Doom of the world.

OR the universe has changed, perhaps for the better, and old wrongs may be healed.

Of course. No one is totally wrong.
But the Orlanthi perspective is essentially that the gods of the entire Universe proposed a test, and because it didn't agree with their preconceived opinions of how the test should have turned out, it must have been horribly flawed. Essentially, the Orlanthi believe they know better than gods of the Great Compromise.
