Nice. Going from the old material (http://www.soltakss.com/vivamort.html ), I'd fudge it a little by making at least 90% of those conscripts the cultist / thralls of the Empire's tame vampires. Fifty full-fledged rune level undead for a population of maybe 8 million sounds reasonable, and even the wizards would be scary enough to the typical person.

Not all or even any of them need to actually worship the abstraction Arkat called Vivamort, but at least "lip" service might be required by their Lunar handlers in order to keep order in the ranks.
