"to singe" is a verb meaning to burn a little bit. You might singe your eyebrows if you go to close to a fire. So the Monkey Ruins were burnt by Oakfed and are now Singed. Oakfed would do more than singe the ruins, he would totally burn them to ashs, but that is why the pun is funny.
