Do you use the Mental track for all magic, like for spirit combat, or if you wanted to impose a cost for casting a big spell?

It looks to me like you're using FATE skill levels in a way that each point can be mapped to half a HeroQuest mastery, so that using the Gloranthan ability levels in the HW/HQ1 books you could get a conversion along the lines of

+9 (not in FATE) .... w5 ........ best in the world (Harrek, melee)
+8 Legendary ........ 10w4 ...... superhero (Jar-Eel)
+7 Epic ............. w4
+6 Fantastic ........ 10w3 ...... hero (Ethilrist)
+5 Superb ........... w3
+4 Great ............ 10w2 ...... master (clan champion)
+3 Good ............. w2
+2 Fair ............. 10w1 ...... pro (weaponthane)
+1 Average ......... w1

0 Mediocre .......... 17
–1 Poor ............. 13
–2 Terrible ......... 6
