[gta-observer] Best of Glorantha 2003 clarification

Greetings,

Just to clarify -- only GTA initiates, runemasters, and heroes can vote in the Best of Glorantha. As always, if an Observer joins before the deadline, they are eligible to vote (and in this case, be entered to win the copy of King of Dragon Pass).

Sorry for any confusion, and for "blitzing" everyone with the initial message.
