A mí me pasó lo mismo. Comprobé que no aparecían en los libros anteriores, ni siquiera el G:IHW; lo único que descubrí por la red es que se los mencionaba en el Unfinished Works "Entekosiad", pero nada más (y no tengo el Entekosiad). El primer libro "oficial" de HW en el que se les menciona es el ILH-1, salvando el tema del Entekosiad, así que parece que están bastante "en blanco" para que nos inventemos cosas. Pregunté sobre la cuestión en la lista de HQ y me contestaron lo siguiente.
The Naverians live west of Dara Happa and north of Darjiin. They were founded when their Goddess moved from Pelanda, over Mount Jernalf, to live with the Red King. She taught them many civilized arts that alleviated the lives of many. She is now worshipped as a Woman's Goddess in many parts of the Empire. Her story is described in the Entekosiad with some bits in the Glorious ReAscent.

I think the best answer is: the people described in ILH-1.
Naveria was a culture hero, who brought the arts of fire (baking, brick-making) to some neolithic people, in the land now known as Naveria. (This is mentioned in the unfinished work "The Entekosiad.")
