Inherently Difficult Magic and Inherent Magic

Ok, so "Change own form" is Inherently Difficult Magic and gets a D+20. (according to the HeroQuest Game Aids pdf)

And Puma people get Shapechange to Puma 17 as an inherent magic ability.

Does that mean that a basic Puma Person is rolling his 17 versus a difficulty of 14W to change into a Puma? That seems kind of harsh.

Or are there exceptions made for inherent abilities, so the Puma Person rolls his 17 versus a difficulty of 14 while his friend the sorcere rolls his Transform Into Puma spell of 17 versus a difficulty of 14W?
