It's not "difficult magic" for Puma people. For them, resistance is a mere 14. Level of success determines the speed at which the transformation takes place. Note that this is only when they use their innate "Transform to Puma" ability. If a Puma Person learned a spell/Secret to turn into, say, a lion, he'd face the Difficult Magic modifier just like everyone else.

Telmori and other shapechangers have the same deal.
