Not always. Suppose the target is a Small Bush 12, which is home to a Nature Spirit 15w. The Nature Spirit ability is useles at resisting the physical attack, maybe just augmenting it's Small Bush ability for a resistance of 13, but is perfectly good at directly resisting the magical attack.
That's exactly what I'd expect.
