I would make it depend on situation.
If you are Harek and shout at someone and he try to resist with weaponskill ... -20. If the person as a greatsword with 5W2 skill and you are bare hand and not known in the area for your heroic skill then he even get bonus ...

Again the narrator have to see with the situation ...

  If you you used _at_Terrify enemies with a shout!@ at 10 Matery 1, the   bad guy resists with brave 17 or something like that? What if he   wanted to resist with his weapon skill - improv mod of -5, -10 or -   20 or dis-allowed. Any ideas on this one?
