In general I would suggest a -10 modifier, assuming a combat situation.

Modifiers are generally supposed to be based on how appropriate the ability is. If the person using the ability was Harrek or simply known as a weapon master I would say that augments would be the way to handle the situation.

If the person using the ability was something that appeared to be hard to hurt with the available weapons - say a giant or perhaps the Crimson Bat - then a higher modifier or even disallowing use of weapon skill to resist would make sense.
