I've been doing this with soldier type characters - taking an ability called 'Veteran' and putting the ability level commensurate with the number of years the character has served (roughly 1 point per year) and using it to augment all the military skills that character has. By extension, this can be used with all characters - giving them an ability called, say, 'Experienced', and using it as an augment to all their skills. Again, you could perhaps set the starting level of that skill at 1 point for every year past 20 that character has, and start applying negative augments to physical skills once the character is past, say, 40 or so.

Either way, in general, these abilities aren't active abilities - they can only be used as a source of an augment.
