The hands of a King are the hands of a Healer. Athelas isn't instantaneous, either. It took Frodo's "Hobbit constitution" to keep him from succumbing to the morgul knife, and he had some recovery time abed, as well. Athelas helped, and ultimately prevented Frodo's death, but it certainly wasn't instantaneous.

Up to your interpretation. But it *is* in a "healing" affinity, so you could easily come down on the side of "No more minor magic".
