If you are using those rules, yes. (*I*'ve come to the conclusion that they are silly, but others may use them as written).

26; Novitiate, page 27; Ordinate, page 28) is affected by the Phase of the
moon. (It sucks, but there you are) Glory to the Goddess!

The preceptor's ability* is affected by the PoM, which affects the Blessing she gives. I'm not sure what the Day of the week has to do with it, do you want to explain your thought further, or did this answer it?
*Her "Use [Scripture]" ability counts as magical.
and, from the basic HQ FAQ:
Question: If a liturgist casts a blessing that gives his congregation an
augment, what determines the bonus?
Answer: The value of the bonus is determined by the liturgist's Use
[Scripture] rating, generally applied as an automatic augment. Thus, a
newly-ordained liturgist (with a rating of 13) adds +1, and a beginning
player hero liturgist (with a rating of 17) gives +2.
Just read "Preceptor" instead of "Liturgist".
