Not at all, this is a perfect interpretation of the rules. And it might not even need an improv penalty, if that is the creature's normal attack mode.

As noted in Anaxial, very large creatures only use their Close Combat against beings of a similar size. Against those smaller than themselves, they can use large (see the description of Tactics for Gonn Orta).

A "Very Big 10w2" monster is bigger than a Mammoth (Large 6w2)!
