Those wacky Zitrs

Hello all,

Teshnos, Teshnos, Teshnos on my mind.

As I'm prepping for a quick side-game in Teshnos, I find myself with some very specific confusion about zitrs.

Are zitrs:
* stand-offish mystical hermits

• the most holy members of their cults
• the leaders of their cults
• the members of the Wheel of Governance
• All of the above
• none of the above

?
