This should be covered in Storm Tribe. Basically, the situation varies from region to region. The cult is actively outlawed in places like Pavis or the Kheldon lands, but doesn't seem to attract much attention elsewhere. And while the red hair stands out in a tribal moot, its actually fairly common among Lunar women for a variety of cultic and fashion reasons.
