It may have been mentioned before, but Lunar patronage and support will help weak clans and tribes gain the upper hand over their clan and tribal enemies, which may tempt the ones who are not so rabidly anti-Lunar and anti-Chaotic.
It's probably already been mentioned here many times, though.
