I don't know if he's answered you yet, but in my case it is from the HQ2 appendix. Admittedly, a weak source, and I have decided I probably need to not try tinkering with things until at least seeing S:KoH, since it will go into things in more depth. Runes are mentioned as being part of characters only in the Theist section and only Theists get magic from them. It is not explicitly said, but the implication is that rune magic is a Theist thing. Hence my mention earlier of "if we think runes are good for everyone to have, it doesn't necessarily follow they all should have ability rankings". It could be ranking the rune as magic makes sense for Theists, but the presence of runes is still valuable for the others. (Or, since all basic lay magic tends to be mixed, everyone should have them anyway.)
