I'm only responding to what you write.

It depends on what you mean by "quite well". What criteria are you using?

One doesn't raise resistance before being occupied, one musters the army. "Raising resistance" and "raising/fielding armies during periods of rebellion" carry the sense that the invaders have won and are already in control.

If we are talking about the period of Dragon Pass then Sartar can hardly be said to be in a state of rebellion for most of that time. The success of the original rebellion hinged upon two things - the first that the occupying army was eaten up and the second that the Tarshite general sent to quash the rebellion withdrew after he discovered that the King was using his absence to purge his friends. One doesn't need to assume magical powers of resistance mobilization in the cities from the original rebellion to succeed.

How Kallyr and Argrath marshalled the forces of the Kingdom of Sartar is an interesting question but since Argrath had little respect for long-standing traditions, he is unlikely to follow Sartarite constitutional practice when he calls out his armies.
