I'm going to half-quibble with Roderick here. The members of a Sartarite city are not a "clan" but belong to a new legal and magical entity called a "city". The precinct of the city is its tula (more or less). Members of the "city" are also members of a clan and tribe - more precisely, many clans and tribes intersect in a "city". As Roderick points out, the city also has its own council that resolves legal disputes between members of the city and between members of the city and outsiders.

The legal system of a city is the same model as a tribe. Members of a city who belong to different clans or tribes can seek resolution of their dispute by going to the city council. Disputes between city members and outsiders are handled by the city council. The law is typical Orlanthi customary law adapted for the city's purposes.

One other city institution worth mentioning is the guild - which also binds together members from different clans and tribes, forming its own institutional "clan". Disputes between members of the same guild are handled by the guild exclusively and the guild also has its own magical guardian.
