There is another risk you run in trying to kill an outlaw: he might kill you.
Engaging in armed conflict is always a risk. You can mitigate that risk by convincing others to join you, but in a six-on-one fight, the outlaw is probably still going to wound one of them before going down.

And there may be cases where those that argued against outlawry may escort the criminal to safety due to emotional ties, which are not broken as easily as social ties. Would you risk kinslaying as you attempt to disarm and disable your own kin?

While it is true that Humakti have severed their kin ties and only exist to bring death on those that deserve it, they also run the risk of dying in any fight. Something Humakti take for granted, but another wrinkle for the chief to consider.

Safer to just let the dangers of the world do the work for you. And starvation and loneliness are much better punishments, allowing the criminal plenty of time to think about his/her misdeeds.
