Subcults have always been a game rules mechanic - an attempt to show that many Gloranthans worship lesser gods like Hedkoranth and Vinga who are at the same time aspects of greater gods like Orlanth. In HW/HQ1 the focus was on the lesser god which resulted in massive subcult sprawl and locked players into a specific subcult because of rules incentives. In HQ2 the focus is on the greater entity, with the subcults providing some variation within the greater cult.
