It's where the light comes from, for the most part - it has the sun and the stars in it, and the blue glowy dome thing that you can see during the day. Air is just something the light passes through. It may help is you mentally replace mention of "Sky" as a runic aspect with the phrase "Sun and Stars", since, to a large extent, that's what it's referring to.
