As the terms are used by the Orlanthi, a god-talker is someone chosen by the gods to speak for them in ceremonies (and after the ceremonies they return to being a farmer, herder, whatever). A priest is a full-time religious professional who maintains the shrines, temples, regalia and so on. Neither has to be a devotee, although most devotees are priests (so they can eat).
