This is the definition of a mage in canonical Glorantha, too. Where your Glorantha may vary is in how common mages are vis a vis the regular sort of wizard/sorcerer.

We toyed with the idea of an "archmage" being someone who could create their own grimoire, but my own feeling is that, once you've created a bunch of spells, putting them down in a grimoire may not be trivial, but it's not another quantum leap in power, either.
