According to the rulebook, the Seven Mothers have both of these runes (as they did in RQ), which suggests that at least some of their followers do, too. Of course, there's a good chance that they're illuminated, which would explain it.

IMO, you could be a jack-of-all-trades if you access the elemental powers through some other rune, but I doubt you could be a *master* of more than one elemental rune. At least, not without being insane/illuminated/chaotic. Purely IMO, of course. YGWV, and all that.
