Well, she did conquer and force tribute from the Provinces - which seems pretty close to authority. I also imagine Victory as being associated with Death (for the violence) and Mastery (for the being better than those other poor sods you defeated). I'm not really familiar with "runic etymology" though

Presumably she did some good while sitting about waiting for Ingkot to get murdered. Maybe we just don't have enough myths about that. If she deserves aspects or hero-cults this might qualify?

This is my LEAST favourite part of the new descriptive standard I have to say. It really limits the nuances you can get into the "runic phrase".
