Peter is correct in that's how I would handle it.

If I were going to run a Hsunchen game, I'd follow the standard hq2 character generation with a few specific exceptions:

Runes: one must be the Beast rune. All spirit magic is keyed off this including their transformation ability. Then pick a second and third rune. Some hsunchen will want an elemental rune - the Sofali for example would want the water rune. I'm not sure the Telmori need an elemental rune. The Telmori are hunters, so runes like Death and Harmony will be important along with Fertility for some females.

Spirit Magic. As hsunchen are animists (the belief that everything has a spirit), spirits will come from their environment, ancestors and reflect their need to survive and live in their environment. Telmori are going to have access to tree spirits, hunting spirits, spirits of place that help them. They probably have a good relationship with any nearby aldryami and can access some plant spirits with ease. They'll have a hunting society, and a few other useful ones. Look at a map of where they live and see what kind of spirits it would have that would be friendly to them. Same for all hsunchen.

Shape changing can be broken out of their Beast rune if specialities are needed, otherwise all can do it. Specialities might be things like good smell, keen sight, fast legs, but these only apply in beast form. For human form, use charms.

Beast brother. Must spend one build point on an appropriate animal sidekick. Of the three abilities it will have per the HQ2 rules, one will be the animal type, one will be the man rune, and the other chosen as usual. With the Man rune they can change into human form.

Telmori would also have Must change into wolf form on Wildday, at the state of adversity of dying.
