Don't forget the Mostali and their plot to tie a massive chain to Jrustela and drag it (the chain) down Magasta's Pool. Seems like the raising of the Boat Planet would fit in well with their plans. On the other hand...
The Waertagi almost have to have had something to do with it, and opposing the Mostali sounds like something they would do.
As for the Lunars, is there any mythic tie between the Boat Planet and the Blue Moon? Seems likely, and quite possibly an antagonistic one. If so, then it would make sense for the Lunars to oppose its raising.
