Well, it's not so clear because both definitions exist in S:KoH.
- Tula as only "sacred places": pp. 12, 34, 87, 184 (I guess Karulinoran is a sacred place).
- Tula as "all the lands of the clan": pp. 62, 89 ("Orlanth gave a place in his own tula to build a stead"), 290 ("tula of Orlmarth's clan centered on Old Man village" --> seems not to be limited to sacred places), 340 (?), 361 (?).
- Unspecified definition: pp. 19, 55, 74, 151, 212 (tula as "the core territory of a clan with several places: meeting, market..."), 248.
I think that in term of game mechanics, "tula" refers to "sacred places". But in the common language of Sartarites, "tula" is probably also a synonymous of "clan lands".
